      By resolution dated October 25, 2012, the Trustees set forth the strategy for power supply, which, among other things, created a pathway to further diversify the resource portfolio available for its customers through: continued efforts to enhance existing renewable energy programs; conducting future renewable energy procurements; replacing inefficient peaking units; and other actions and investments that might be necessary and/or feasible to reliably and economically meet future load. In particular, the Trustees set forth its plan to, among other things, add 400 MW of new renewable energy generation to its resource portfolio through an expanded feed-in-tariff program and a competitive procurement. In 2013 and 2014, this plan was implemented through the issuance of the Clean Solar Initiative II, the Clean Renewable Energy Initiative and the 280 MW RFP. These procurements achieved a portion of the 400 MW goal. It is now anticipated that approximately 210 MW of additional renewable capacity will be required to meet the goal. However, more than 210 MW may be required if some of the projects from the 2013-2014 initiatives do not come to fruition.

      To fill this gap, three procurement initiatives are planned that take into account all Renewable Portfolio Standard eligible technologies. Responses to all three procurements are anticipated to be evaluated concurrently.

      • Part 1 - 2015 Renewable RFP - This RFP, issued on December 22, 2015, is open to any renewable resource 1 MW or larger using one point of interconnection and offering a fixed price. Projects offering fixed-price energy from fuel cells using renewable fuel are eligible for this RFP. All other fuel cell projects should apply to Part 2. Resources must inject power directly to the Zone K (Long Island) system or be connected by a new transmission line dedicated to the delivery of power to Zone K. Project developers will be required to obtain community support for their proposed projects.
      • Part 2 - Fuel Cell Feed-in Tariff - These resources must inject power directly into the PSEG Long Island system at points that will benefit from the highly reliable injection of a constant power supply. Fuel supply costs may be passed through to LIPA at an indexed price. Up to 40 MW of projects may be selected. The proposed tariff language is targeted for release for public comment during the 1st quarter of 2016.
      • Part 3 - Commercial Solar Feed-in Tariff - This solicitation is targeted to rooftop solar and carport solar projects greater than 200 kw but less than 1 MW in size. Projects must inject power directly into the PSEG Long Island system. These projects are larger in size than those targeted by PSEG Long Island's net metering programs for rooftop solar but smaller than those of the 2015 Renewable RFP. Up to 20 MW of projects may be selected. The proposed tariff language is targeted for release for public comment in conjunction with the Fuel Cell FIT.

      Renewable resources selected from the South Fork RFP and the soon-to-be issued Western Nassau RFP may also help fill the gap. Amounts of renewable capacity in excess of 210 MW may be selected to manage the risk that some selected projects do not advance to commercial operation, as well as to capture potential economic benefits for customers.
